The Lycoming County Treasurer is an agent for the Pennsylvania Department of Agriculture Bureau of Dog Law Enforcement and oversees the issuing of all dog licenses in Lycoming County.

Pennsylvania currently offers two types of Dog Licenses; a yearly license or a lifetime license. A yearly license runs on the calendar year, valid from the date of purchase until December 31 of the year in which it was purchased. A lifetime license is a permanent license that does not need to be renewed each year.

Yearly dog licenses may be purchased in the Treasurer’s Office at 33 West Third Street in Williamsport, online, by mail or at the Lycoming County SPCA on Reach Road in Williamsport. If applying by mail, please mail application and payment along with proof of disability, if required, to:

PLEASE REMEMBER IN PENNSYLVANIA IT IS UNLAWFUL TO:
  • To keep or harbor any dog three months of age or older without a current Pennsylvania dog license (due on or before January 1)
  • To allow your dog to run at large. All dogs must be under control. Owners are responsible for all damages caused by their dog(s).
  • To mistreat or abuse any animal. Report violations to your local humane organization or police.
  • To place any poison or harmful substance in any place, on your property or elsewhere, where it may be easily found and eaten by dogs.
  • To abandon or attempt to abandon any dog. Fines for abandonment range from $300 to $1,000 plus court costs.
  • To barter, trade, sell or transfer any dog under seven weeks old.
  • To operate a kennel without a current kennel license.

In order to apply for a lifetime license your dog must have a form of permanent identification, tattooing or microchipping are the only forms of identification currently recognized by the State of Pennsylvania.
